Abstract Neocosmopolitanism is the organic integration of the developmental results of cosmopolitanism at various levels in the process of constructing a theoretical system of socialism with Chinese characteristics, represented by the concept of “community of shared future for mankind”. Although cosmopolitan philosophy is in the marginal zone of global attention at the moment, the legal system framework under its conception may shed light on the logic of global governance. Cosmopolitanism is different from nationalism, internationalism, and globalism. Putting cosmopolitanism in the context of historical changes can highlight the medias influence on the development of cosmopolitan ideas. The global dissemination of neocosmopolitan ideas as a transcendence of cosmopolitanism will contribute to the improvement of Chinas global communication capabilities.
