On the Connotation and Suggestions of the Development Scheme of Jiangsu Higher Education Comprehensive Reform Experimental Zone |

Abstract The establishment of Jiangsu Higher Education Comprehensive Reform Experimental Zone by both Jiangsu Province and the Ministry of Education of China is a vital supporting point to realize the goal of “Two Leadings” in Jiangsu education. The development scheme of the experimental zone embodies the idea of “Top-level Design but Joint Promotion”, “Breakthrough at Meso-level, and Advance together at Macro-and Micro-level” and “Act according to local conditions, but develop with local characteristics”. The focus of the implementation of the scheme lies in the development of higher education and the two big goals of strengthening the reform of university administration system and of promoting the establishment of modern university system. In terms of the measures taken in the process of implementing the scheme, it is suggested that we make a breakthrough in the focus areas, such as internal democratic administration, university presidential selection and de-bureaucratization, for the purpose of initiating the overall reform. Finally, enough attention should be paid to information technology to avoid the possible negative effect due to neglection.
