A Study of Migrant Workers' Education and Training from the Perspective of Social Exclusion |

Abstract Currently migrant workers are excluded in such aspects as employment, social network resources and social status. Education and training can increase their income, and raise their educational level as well as social status, thus preventing them from being marginalized. To educate and train the migrant workers to eliminate social exclusion is conditioned: the workers are entitled to education and training, the subsidiary the workers receive must be able to cover expenditure of education and training, and the workers have access to the educational and training information and are eager to avail of the educational and training opportunities. In addition, we should create a new concept of development, stressing the all-round development of migrant workers; we should offer migrant workers the change of education as welfare to attract them to receive education and training so that they can finally become true city dwellers; we should establish a national subsidy mechanism and sharing mechanism and use insurance to cover the cost of education and training; we should also pay attention to the education of their children while we stress their own education and training so as to improve the outcome of education and training.
