Abstract The Law on the Promotion of Ecological Civilization is one involving the overall plan of five aspects and the modernization of harmonious coexistence between man and nature, and embodies the concept of a community of life with mountains, rivers, forests, farmlands, lakes, grasslands and deserts. It should be rooted in the practice of Chinas ecological civilization construction and development, safeguard the overall interests of the ecological system, satisfy the peoples reasonable expectations of the ecological environment, guide the green production and life style and internalize the concept of ecological civilization in the social organism. Its basic principles should reflect the inherent values of the natural ecosystem and the basic requirements of ecological civilization construction, guide the path selection of ecological civilization construction, and lead the structure and institutional system of the legislation. Its legal institution should echo with the above basic principles and coordinate with the existing policies as well. It should not only reflect the value implication of ecological civilization and integrate and improve the existing mature institution, but also pay attention to the systematic construction of the legal institution to assure of the systemic compatibility and selfconsistency.
