Abstract Currently, the existing theories and researches fail to provide adequate explanations for how to govern collaborative innovation centers in universities. Based on network governance theory, four case centers of “2011 Project” were taken as research objects, and the multicase study method based on grounded theory was adopted to extract the core elements of network governance mode operation of university collaborative innovation centers and construct a theoretical model. The results show that: firstly, innovation centers in universities are in complex and changeable governance environment, given high governance goals, and have multiple collaborative governance structures; secendly, it is necessary to define the governance behaviors of multiple innovation subjects, and use the flexible governance mechanism to push the governance of these centers toward modernization. The advance of the model provides a new explanation for network governance of collaborative innovation centers in universities, and provides a theoretical model paradigm for collaborative innovation centers, collaborative innovation organizations and network organization governance in all universities.
