Abstract This paper takes 863 villagers in Shaanxi Province as the research object. The results show that all the subjective norms, classification attitude and perceived behavior control have significant negative effects on the incongruities of the villagers classification willingness and behavior; while the village environment and system have negative impact on the incongruities of the villagers willingness and behavior, they also play a significant positive regulatory effect in the abovementioned impact path; the age of the villagers and the number of the family members have positive impact on the deviation of their classification willingness and behavior, while the education level, residence time, leadership and Party membership have notable impact on the transformation of their willingness to actual behavior. Therefore, improving the villagers subjective norms, strengthening the complementarity of domestic waste classification attitude and perceptual behavior control, improving the village environment and optimizing the village system can effectively turn the villagers willingness into action and achieve the unity of words and deeds.
