Abstract This paper shows that: from the factor measure, the overall level of talent internationalization in the region is not high, and the gap between cities is obvious, with the core cities leading the other cities; from the perspective of the comprehensive inputoutput efficiency of talent internationalization, the first tier cities Shanghai and Suzhou lead the region, followed by the second tier cities Nanjing, Hangzhou, Wenzhou and Jinhua, which in turn are followed by the other third and fourth tier cities. The first tier cities have the highest comprehensive efficiency of inputoutput resource utilization, the second tier cities comprehensive efficiency rises but in a wave, while the third and fourth tier cities shows a downward trend and has the characteristics of low input and low output. Most cities in the region have the problem of input redundancy and output insufficiency. Judging from the two data, it is found that the internationalization development of urban talents presents “Matthew effect”.
