Abstract

To guard the bottom line of preventing largescale reimpoverishing relies on developing rural industry, which in turn relies on the innovation of policy design, industrial organization and productive technology so that “to be employed” thinking will be replaced by “to employ” thinking, “sporadic economy” by “aggregated economy”, and “traditional agriculture” by “modern industry”.
