Under the prerequisite of ensuring the safety of reservoir dams, in order to solve the contradiction between ″excessively lowering flood limit water level to ensure the safety of downstream flood control″ and ″excessively raising flood limit water level to increase the storage capacity of Xingli reservoir″, and in order to optimize the utilization of flood resources, according to the theory of dynamic control domain of flood limit water level and the theory of dynamic control domain of flood limit water level. Methods based on the analysis of the upper and lower limits of the design flood limit water level of the Baiyunshan Reservoir, according to the real-time weather forecast information, runoff forecast information, facing the regimen at any time, the upper and lower limits of the design flood limit water level of the Baiyunshan Reservoir were calculated by the prestorage and predischarge method. The analysis and calculation results show that the flood control capacity of the downstream river can be increased from 5-year to 10-year once-in-a-year through the method of ″dynamic control domain of flood limit water level″. The storage capacity of Xingli Reservoir can be increased by 3-6 million m3, the irrigation area was increased by 0.75 million hm2, the benefit of power generation can be increased by more than 5%, and the abandoned flood resources can be fully utilized.
