Abstract Quality audit is a teaching and learning quality assurance project implemented by Hong Kong Quality Assurance Council (QAC) aimed at institations funded by University Grants Committee(UGC). Under the guidance of "Outcomesbased" and "Fitness for Purpose", QAC quality audit programme on the UGCfunded institutions includes processes of selfevaluation, audit visit, reporting, followup, etc. The primary aim of quality audit is to safeguard the quality of the student learning experience in the UGCfunded institutions in Hong Kong. Quality audit has the following characteristics: to emphasize collaboration and communication between the Audit Panel and institutions, rather than government administration; to focus on students′ learning quality and quality assurance process; to have a global perspective, and pay attention to stakeholders′ feedback; to highlight the specialties of institutions, reject the same audit indicators and rankings; to stress improvement and enhancement, and weaken performance accountability.
