The Role of Government in UniversityEnterprise Collaborative Innovation:
Based on the Change of the Innovation System of Japanese Universities and Enterprises |

Abstract With the increasing recognition of the importance of universityindustry cooperation in the process of innovation, it becomes urgent to understand how to achieve smooth flow of knowledge across organizational boundaries. As government and enterprises fall into two totally different systems, the former is required to play an active role in promoting universityenterprise collaborative innovation. This paper, based on a qualitative analysis of the case of the “Knowledge Cluster” Project in Aichi Prefecture of Japan, argues that government can play important roles in establishing platforms of innovation to enable the creation of longterm and strategic network of innovation, improving research infrastructure to motivate industrial firms to participate in innovative cooperation with universities, and balancing the relationship between universitys fundamental task of knowledge production and research commercialization through policy and budget initiatives. Meanwhile, it is also crucial to acknowledge the key role of firms in the process of cooperative innovation. Through this case study, this paper also aims to provide references for China in promoting universityindustry collaborative innovation.
