Abstract In view of the background against the college tuition increment, this paper discusses the historical changes of the tuition and the economic burden to the students families caused by the increment. And according to the problems in the existing student aid policies and some actual cases, it points out that in order to implement the policy in assisting impoverished students, we should expand the assistance channels, improve the assistance mechanism, normalize the evaluation mechanism, lay emphasis on educationoriented funding and strengthen the team construction.
