Research on the structure, problems and countermeasures of data governance system of Chinese colleges and universities based on Activity Theory |

Abstract Data governance has increasingly become a research hotspot in the field of scientific decisionmaking and management in colleges and universities. This article mainly focuses on studying the components and existing problems of data governance systems of colleges and universities from the perspective of Activity Theory. The study finds that data governance in universities is composed of four elements: governance goal, governance subject, governance object and governance mode, and there are some problems in the data governance systems in Chinese colleges and universities,mainly including the incomplete goaloriented data governance institutions, the data literacy of the governance subject needing to be improved, loopholes in the wholeprocess management of the governance object, and uncoordinated the governance components. Chinese colleges and universities should fully utilize the advantages of Activity Theory to guide data governance,emphasize goalorientation and overall coordination, further improve the data governance institutions and the data literacy of faculty and students, strengthen the data life cycle management as well as optimize the collaboration in the components of data governance, so that the goal of a good data governance in colleges and universities can be achieved.
