Abstract After the development of the "Twelfth FiveYear Plan" period, the specialty construction of Jiangsu higher vocational education presents the characteristics of wide range and coverage of specialties. However, it still has problems of unbalanced development and high repetition in specialties construction. During the 13th fiveyear plan period, with the adjustment of industry structure to "321"and the rising of strategic emerging industries and industry clusters, effective measures should be taken to adjust the specialties structure, optimize the specialties development ideas, and enhance the effectiveness of specialties construction in higher vocational education in Jiangsu Province.
