Abstract “Plan 2011” provides an important opportunity for local colleges and universities to enhance their innovation capacity. Collaborative innovation center should reflect the development reality of local colleges and universities, and meanwhile obey the values and pursuits of higher education itself. During the construction process, three types of relations should be handled properly, which include the relationship between developmental base and future development, developmental goal and social needs, regional development needs and national strategy needs. To handle these three types of relations wisely, we need to strengthen the cultivation of collaborative innovation centers, and regulate them properly as well.
