Abstract At present, the main difficulties of transforming scientific and technological achievements in colleges and universities include: (1) lack of government policy and the system of laws and regulations, particularly for fuzzy technology intellectual property ownership; (2) imperfect transforming system, especially the lack of efficient conversion platforms and intermediary services for technology market; (3) the mode of transforming operation ovary, but there is a lack of scientific management system and operational mechanism; (4) lack of coherence of the transforming operation process, especially the pilotlink remains weak. Main countermeasures to improve scientific and technological achievements transformation in colleges and universities include the three aspects of (1) to improve governmental laws and regulations to protect the transformation; (2) to improve the comprehensive service system of transformation; (3) to innovate the operation mechanism of scitech achievement transformation.
