Abstract In China, the think tanks in colleges and universities started late, but they have received high attention from the Nation and developed rapidly. Still there are some problems with them such as huge quantity, low quality, uneven distribution, insufficient influence, stiff operation mechanism, strong dependency, etc. By contrast, think tanks in American colleges and universities are the most developed because of its perfect market for ideas. Various kinds of think tanks have flexible systematic mechanism, which ensures they are always capable of producing excellent achievements. So the developmental strategy of think tanks in Chinese colleges and universities should begin from building their supply and demand market, and from keeping a healthy and smooth circulation mechanism. We should focus on “Chinese characteristics” and “new pattern”, build new college and university think tanks with Chinese characteristics, and make innovations in their internal operation mechanism, so as to enhance their vitality. Meanwhile we need to attach great importance to talent cultivation, and to perform the functions of colleges and universities.
