Abstract In the end of 19th century, influenced by German universities, the American universities established the academic freedom principle, and finished the important transformation of higher education modernization. However, when the principle was transferred to America, it had been changed in many aspects, and thus the academic freedom principle with American local characteristics appeared. This paper tries to describe and illustrate the forms and specific reasons of the principles localization from the following four aspects: the rationality of the principle; its connotations; the potential enemies and its relationship with citizens political freedom.
