Abstract The large proportion of USA students with poverty backgrounds explains this countrys relatively low performance on international achievement tests. Research shows that it is meaningful to provide pool area with proper educational resource, and supply students with poverty background with much more and fullscale aid. It will help them to face the challenge in the future. In this area, the court could play positive role in solving educational fairness affairs.
