Abstract Performancebased funding allocation is one of directions of financial reforms in international higher education, but only a few local governments in China are trying to take performance evaluation results as a criterion for university financial allocations. During the transitional period of higher education development in China which is from scale expansion to connotative quality, Zhejiang Province took a lead in the implementation of higher education funding allocation policy according to the results of teaching quality evaluation of local universities, which was an innovation reform of higher education performance based funding allocation in China. By illustrating backgrounds and measures of higher education performance based funding allocation reforms in Zhejiang province, it analyses the policys advantages and disadvantages, which could provide some reference for deepening performance reforms of our higher education public finance expenditure.
