The international comparison and reference about the observation framework of power corruption in higher education

Abstract：Power corruption in higher education has raised worldwide concerns. Literally, according to the study of western researchers, higher education power corruption is categorized into operating power, management power and academic power corruption. The present research forms an observation framework of the cognition, need and behavior, based on the classification. To further investigate into higher education power corruption in western countries like Russia and America, this paper studies local norms, corrupter motives, available resources and interests, and analyzes the supplydemand relationship. On the basis of allround inspection, this paper proposes feasible measures to prevent and solve higher education power corruption in western coutries from the perspectives of morality environment building, institutional construction and key area inspection, which could be used as a reference for the Chinese government and universities in their practices.
