The change logic and development path of the grassroots employment policy of Chinese college graduates since the founding of the People′s Republic of China：based on the analysis of the policy text from 1949 to 2020

Abstract：Since the founding of the People′s Republic of China, Chinese policy for college graduates to obtain employment in grassroots has been continuously adjusted and improved, and a relatively complete policy system has basically been formed. By a detailed analysis of the text of the policy for Chinese college graduates to obtain employment in grassroots from 1949 to 2020, this thesis finds that the policy change went through four stages: the incubation period, the initial exploration period, the standard construction period and the inheritance and improvement period. It abided by the demand logic of meeting the demand for talents in grassroots economic and social construction, the promotion logic of giving play to the major role of governments, and the execution logic of making policies more specific. After several changes, the content of the grassroots employment policy for college graduates in China still needs to be further enriched. There is still room for improvement in the policy resource supply and joint collaboration of publicity, and for further strengthening of the monitoring and evaluation of policy implementation performance. Based on this, the thesis proposes to optimize selection criteria and training programs for college graduates to get a job in grassroots, to advocate the joint participation of governments, enterprises, colleges and media in the grassroots employment projects for college graduates, and to improve the monitoring and evaluation mechanism on the employment performance of college graduates in grassroots.
